It is the intent of the legislature that the various departments, divisions, and agencies of state government operate strictly within the appropriation levels approved and authorized by the legislature and governor in the FY94 state operating budget. Appropriate department, division, and agency officials are directed to make reductions where necessary in personnel services, travel, contractual, commodities, equipment, and other administrative support services to meet FY94 funding levels. Department officials are further directed to leave intact funding for programs, grants, and services that directly impact the people of Alaska. 1993-04-07 Senate Journal Page 1246 HB 55 It is the intent of the legislature not to fund supplemental budget requests except for those circumstances where statutory formula program caseload estimates were wrong or other circumstances that were well beyond the ability of the department to anticipate. It is further the intent of the legislature not to fund supplemental budget requests, even though unanticipated, that are small relative to the size of the appropriation. Costs associated with those unanticipated circumstances should be absorbed by the budget request unit by making further expense adjustments within the budget request unit. It is further the intent of the legislature to take whatever steps may be necessary the following session to ensure FY94 funding levels are not exceeded. Those steps may include denial of personnel services funding for management employees responsible for implementing budget reductions and operating within FY94 appropriation levels. Departments, divisions, and agency officials should consider this letter of intent an express primary goal of the 18th Alaska State Legislature. Renumber remaining sections accordingly.
